Death penalty ban in Belarus possible through referendum only

The death penalty can be banned in Belarus at a national referendum, according to the country's Constitution, said Piotr Miklashevich, the chairman of the Constitutional Court.
He reminded that courts currently hand down only 2-3 death penalty rulings instead of up to 50 just ten years ago, reports Interfax
