Butrin, “Kommersant”: Gas discount for Belarus – 15 kopecks
The “integration” lower gas coefficient may total 0.62. It used to be like this in 2008. However, the gas price will not be lowed and will remain at this year’s
level.
The Belarusian discount may reach 100 dollars for one thousand cubic metres. However, the price will remain at the level of 2010. Vladimir Revenkov, head of the oil and gas sector of the Institute and Energy and Finance, has told Euroradio about it.
Vladimir Revenkov: "I am speaking about the discount of 100 or more dollars... The gas sold to Europe costs 445-450 dollars for one thousand cubic meters in long-term contracts. If we subtract the transportation expenses (40 or 50 dollars), the balanced export price will total 400 dollars. Subtract the customs fee (30% of the export price) and you will get exactly 120 dollars. If you subtract 120 dollars from 400 – it will make 280 dollars”.
Thus, the Belarusian gas price will be the same as the average European price. Just subtract the customs fee and transit.
The head of the economic policy department of the newspaper “Kommersant” Dmitri Butrin has also informed Euroradio that the prices will be decreasing.
Dmitri Butrin: "If oil prices are decreasing, why gas prices shouldn’t? The lag is 9 months. Calculate it yourself… Naturally, the prices will be lower than last year. However, the difference will be 15 kopecks…”
The price may total 288 dollars with the “integration” coefficient. Head of the budget commission of the House of Representatives Alyaksandr Antonenka has claimed it. The price will be the same as now.
Belarus paid 233 in the first quarter of 2011 and 244 – in the second one. The contract price for Russian gas totalled 279 dollars for one thousand cubic metres in the third quarter.
What the lower “integration” coefficient mentioned so many times will be like? Vladimir Revenkov, head of the oil and gas sector of the Institute and Energy and Finance, uses a simple formula.
Vladimir Revenkov: "If we divide 280 by 450 (European price) it will be 0.62. If we divide 280 by equal profits price of 400 – it will make 0.7”.
It turns out that the “integration” coefficient will be the same as it was in 2008. Let us remind you that the lower coefficient of 0.67, 0.8 and 0.9 of the European price was used in 2008, 2009 and 2010.
The coefficient may depend on the purchase of 50% of Bltransgaz’s shares by Gazprom.
Vladimir Revenkov: "Sometimes such things are connected with the allocation of credits, purchase of assets, and exchange of assets of one country for the assets of another country. It can be included in the lower coefficients… So, if some assets are purchased, the people taking part in the negotiations may reconsider this number”.
The press service of “Gazprom” has informed Euroradio that the negotiations are in process and that “no information” about the Russian gas price for Belarus is available now.
