The government of Belarus has hired an American company, Crowell & Moring, according to the Council of Ministers' Resolution No690 signed on 9 October 2019 by Prime Minister Siarhei Rumas.
The resolution reads that American lawyers will provide services "to accompany the transition of the Republic of Belarus from the status of a country with a non-market economy to the status of a market economy."
The services of the company apparently were purchased in breach of the market rules - without competition and from one source only.
The resolution will be in effect for two years since coming into force.
Previously, Minsk used PR services of Lord Bell who has died recently.
