No loans yet for capital overhauls
No loans are envisaged soon for housing's capital repairs, Housing Minister Uladzimir Belakhvostau told Express Novosti newspaper. The ministry has proposed a draft legislation "On loan benefits for capital repairs, modernization of central heating and the reconstruction of residential houses".
It was planned that capital repairs of apartments and blocks of flats would be paid by residents who would be given cheap loans. The payments that residents make monthly for capital repairs were also to be taken into account when issuing a loan.
According to the minister, the legislation will not be passed within the next six months. There is still a lot of unresolved issues, while the national budget for the next year has already been shaped. Belakhvostau also noted that Belarus would follow Russia's example to set up special organizations that would offer housing managment professional services on behalf of the owners.
