Kyrgyzstan will be represented by First Vice Prime Minister Djoormat Otorbaev, reports RIA Novosti. The heads of state from the other CIS member states will attend the Minsk summit.

In the fall of 2012, Kyrgyzstan recalled its ambassador to Belarus after a row over the photos of the fugitive former chief of Kyrgyzstan's state security service Zhanysh Bakiyev. The latter - also the brother of ousted Kyrgyz president Kurmanbek Bakiyev -  was spotted in a cafe in Minsk. He is wanted by the Kyrgyz law-enforcement agencies via Interpol. The ousted president Kurmanbek Bakiyev was granted political asylum by Belarus in 2010. Minsk has repeatedly refused to extradite the former president at the request of Kyrgyz authorities.
