Lukashenka agrees to change national legislation in Moscow

As ERB has found out, according to one of the paragraphs of the agreement signed in Moscow, Belarusian soldiers may be sent to hot spots “if necessary”.
Let us remind you that the agreement on creation of collective forces was signed by Presidents of Russia, Belarus, Armenia, Kyrgyzstan, Kazakhstan, Tajikistan and Uzbekistan on February 4. Two divisions of air and landing troops will be deployed in Ivanov and Uliyanov Regions of Russia. However, only Russian troops will be there “in peacetime”. Belarusian, Armenian and other troops will be deployed at home under their own command.

The press secretary of the Collective Security Treaty Organisation Vital Struhavets said it in an interview with ERB:

“They will be sent to certain regions to fulfil certain tasks only in emergency situations when it is necessary to use the CSTO. Then they will be under common command organized by the Collective Security Council. They will be deployed on national territories under national command in peacetime”.

However, it contradicts to the yesterday’s statement of the Belarusian Ministry of Foreign Affaires: “The real participation of Belarus is the Collective Security Treaty Organization will be performed and has been always performed by Russian-Belarusian joint troops in the western zone of influence of the CSTO”, informs BelTA. Any participation of Belarusian soldiers in operations conducted in hot spots abroad is forbidden by the Belarusian legislation, stressed the press secretary of the Belarusian Ministry of Foreign Affaires Andrei Papou.

However, as ERB has found out, this is a temporary obstacle. According to Vital Struhavets, the 7th paragraph of the document signed by Alyaksandr Lukashenka in Moscow mentions the possibility of changes in the legislation.

Vіtal Struhavets: "The document is signed by Alyaksandr Ryhoravich and it says that changes may be added to the national legislation if necessary. We hope that this paragraph will also be fulfilled. However, Andrei Papou was right when he said that the republican legislation forbade it”.

By the way, Struhavets noted that collective forces may consist of military troops and of special detachments. Thus, Belarusian special police officers and other units (for example, the Emergency Control Ministry) may act abroad without changing the national legislation.

The head of the press service of the Belarusian Ministry of Foreign Affairs Vyachaslau Ramenchyk tried to calm us down. He said that the decision taken in Moscow “was political” and that all the details would be discussed by specialists. Speaking about the service of Belarusian soldiers abroad, Ramenchyk said that everything would be organized “according to the Belarusian legislation”.
