Ministry of Information to be able to restrict access to websites in 3 days
Anonymizers and programmes like Thor may also be banned.
The law on restricting access to information resources on the Internet will come into force on February 26. The document was adopted by the Operative Analytical Centre of the President’s Administration and the Ministry of Communications. It has already been approved by the Ministry of Information.
The document describes the procedure of restricting access to websites. As soon as officials decide to ban a website, the Ministry of Information will have to report it to the State Communications Inspectorate and to the owner of the website within three days (if the website is hosted in the national segment of the Internet).
If officials find out that people are using anonymizers and Thor-like programs to access the banned website, the aces to these programs will also be restricted.
The owners of banned websites have the right to ask the Ministry of Information to restore access to their website. Officials may spend a month considering the appeal. If they agree to restore the access, they will need to report their decision to the State Communications Inspectorate and to the owner of the resource within three days. Internet service providers will have to restore the access to the website within a day.
