The program of state loans provided by the Russian authorities is classified. However, RBC has discovered at least 17 countries, when combined, owe Russia about $27 billion.
RBC claims that Belarus is the largest debtor of Russia with $7.55 billion as of June 1, 2019, according to information from the Ministry of Finance of Belarus.
Minsk's debt has not changed much compared to the end of 2018. According to the Bank of Russia, at the time it amounted to $7.52 billion.
Compared to 2012, Belarus' debt to Russia has doubled. However, in the summer of 2019, for the first time in recent years, Moscow refused to refinance the Belarusian debt and raised the issue of deeper integration. After that, the official Minsk asked China for a loan.
Ukraine and Venezuela are also among the top three debtors of Russia.
