Charter97 and Belarusian Partisan sites blocked
A number of Belarusian Internet providers has closed access to these sites.
The Charter97 and Belarusian Partisan are now blocked. According to the spring96.org, the Charter97 is being blocked by the Dzelavaya Sets', IP Telecom, ADSL.BY and Garant, as well as the mobile operator Life:). The Partyzan announced that it was being blocked by "some providers", but did not specify the names.
The user entering the blocked site sees the message: "Access to the site is blocked by the Regulation 6/8 of 19 February 2015 of the Operational and Analytical Center of the Republic of Belarus".
In the meantime, readers have reported that these sites are possible to access through Life:) and ADSL.by. But the spring96.org is also not accessible via ADSL.by.
The technical support staff at the Dzelavaya Sets and ADSL.by have confirmed the lock. Press Service of the Life:) is not yet sure, but promised to soon issue a press release regarding the locks.

As Alyaksandr Simanovich, Head of Information Technology Department of BelDIE (an organization that drafts black lists), told Nasha Niva, the list of sites with restricted access is granted only to organizations mentioned in a special decree of the Information Ministry, Ministry of Communications, investigation bodies and prosecution authorities, the State Control Committee, tax authorities, courts and Internet service providers.
Providers are required to lock the blacklisted within 24 hours after receiving the information about it.
Within three working days after the decision to blacklist the site, the Ministry of Communications is required to send a copy of the decision to the owner of an Internet site.
Information about locks appeared on March 25-26. If the decision to lock was taken on March 24-25, the owners of the locked resources are to get a copy of the document before Tuesday.
