Investigator:It's possible to make up a case and win it in court in Belarus
Deputy General Prosecutor Shved claims the accused of metro blast committed 14 crimes. Former investigator Pyzhyk is concerned about quality of investigation.
The former investigator from Zhodzina Andrej Pyzhyk, who emigrated abroad, is concerned about the quality of investigation in our country. In his opinion, it can accuse anyone of anything.
Euroradio: Trials against anarchists took place last week. The anarchists claimed there had been pressure on them. Who presses them and forces to give evidence like this?
Pyzhyk: "As for pressure, this is a normal practice of the law-enforcement authorities. Unfortunately, there's nothing surprising about it. Police operative investigators are the ones who put pressure in the first place - they increase the rate of crime detection like this. This is done upon the order, or with an aim to detect a crime, to realise oneself to get promoted or receive additional salary".
Euroradio: Can any citizen be "ordered"? What a citizen should do to become a subject of a fabricated case?
Pyzhyk: "In the first place, this concerns the opposition. However, it can be some economic crime".
Euroradio: Can an investigator, a prosecutor or a judge refuse to fulfill such an order?
Pyzhyk: "In
theory, they surely can. It's up to them in the end, but one can do it only in
the very beginning. After this, he will be replaced with a person who wouldn't
refuse. They put pressure from different directions, especially on people who
already have "spots" on them.
Euroradio: In
your opinion, how the anarchists' case was investigated? And how the Minsk
metro terrorist act is being investigated?
Pyzhyk: "It
is very difficult for me to comment upon the anarchists' case as I know only
the information which was published in the Internet. As for the terrorist act,
and this is not just my opinion but the opinion of the law enforcement
authorities' representatives whom I communicate with, it had been planned by a
narrow circle of special services agents. There had been an order from the
above. The authorities knew how it had been planned. It was what they
needed".
Euroradio: Are
there any facts which can prove this? What would you pay attention to?
Pyzhyk: "Any
murder has a concrete motive. In this case this concerns mass killing of people
- there is no such motive. No one can explain why they did it and what for. The
time of the President's arrival to the site is also weird. Everyone paid
attention that he had arrived very soon. Experts, technicians had not examined
the tragedy site by then, this is for sure. And he knew there were no more
explosive devises. A second, a third bomb could have exploded, and he came
there with his child. They could even plant something there or destroy
something accidentally. There were many different nuances. According to the
media, the youngster confessed himself. When a person confesses he says
everything as it was, in details, why, what for. He does not need dictation, he
tells everything at the interrogation. Thus, he should tell everything with no
fuss on the spot. It
was also claimed that specialists
from the Institute of National Security were involved to study his psycho. I am
sorry, but it is the doctors' business. And then he confessed in all other
explosions as well. The
point is - he thinks they will praise him for this. He will be shot.
Special services' representatives claim he used юююю Indeed, there is information how to
make it in the Internet. There is no need to be an outstanding chemist to
prepare it, a normal place and knowledge is required. You need to be a
specialist in assembling explosives. The speed of the blast detection also
surprises. They need years to investigate one blast, another one. And now - the
President gives an order and an especially malicious crime is detected in 24
years".
