Budget-2013: Fines to increase eightfold?
The previous budget "fined" Belarusians for Br55 billion. 392 billions is this year's plan.
Belarusians will be fined eight times as much as now in 2013. I decided to ask Minsk Zavadski District Court whether Belarusians have started to be fined more often. But they said that the number of fines had not increased much.
Even MPs could not explain the eightfold increase of fines indicated in the new budget. The Ministry of Finance was my last resort. They explained that fines for violations of the road rules would be sent to the republican budget instead of local budgets in 2013. It explains the "extra" 229 billions. It means that Belarusians violate the road rules much more often than they drink vodka in parks. Over half of the future fines (58%) will be paid by drivers or pedestrians.
