Ukraine's parliament bans 'anti-terror operations'
Ukrainian MPs also voted to remove security forces from Kiev.
The resolution, passed by the MPs late in the evening of February 20, ordered law-enforcement forces to cease fire and return to their permanent locations. The government and state authority agencies are ordered to make sure that the anti-terrorism operations are banned.
The resolution also says the state of emergency can be introduced by the parliament, Verhovna Rada.
The resolution was supported by 236 deputies, including those representing pro-Yanukovich Party of Regions. The resolution was signed by the deputy speaker of the parliament and came into force immediately after voting.
The MPs are also drafting a resolution that aims to return the 2004 Constitution of Ukraine that limits the powers of the president.
