The Ukrainian flag was hoisted on a high-rise building in Kotelnicheskaya Quay, Interfax reports. The flag appeared early in the morning. Steeplejacks are trying to remove it now.
Several young people with mountaineering equipment have been delivered to a Moscow police station.
"Strangers entered the building, reached the top floor, climbed the spire and attached the flag to it,” policemen said. They also started painting the star on the spire blue. All the detained are inhabitants of Moscow and Moscow Oblast.
