Documents evidencing crimes committed by the Lukashenka regime have been submitted to the Office of the Prosecutor of the International Criminal Court (ICC).
On March 20, a coalition of six Belarusian and international civil society organizations submitted the materials: the Center for Global Justice and Human Rights “M.A.R.A.”, the International Federation for Human Rights (FIDH), the Human Rights Center “Viasna”, the International Committee for the Investigation of Torture in Belarus, the Belarusian Helsinki Committee, and Human Constanta. The evidence was collected and systematized by representatives of the National Anti-Crisis Management (NAM) between October 2024 and February 2025.
“This evidence includes hundreds of documented public statements made by regime representatives, data on the number of refugees — including figures from Poland’s Ministry of Internal Affairs — and other relevant materials,” NAM stated.
The ICC’s preliminary examination was launched following a referral by the Lithuanian government concerning the situation in Belarus. As part of this process, crimes against humanity allegedly committed by representatives of the Lukashenka regime are under review — including those perpetrated outside Belarus and within the territories of Rome Statute member states. In particular, crimes such as deportation and persecution are being examined.
