Lukashenka speaks about family capital of 10 thousand dollars (video)

Alyaksandr Lukashenka has approved the decision to introduce from 1 January, 2015 family capital in the amount of 10 thousand dollars for the third and subsequent child. The Head of State said so during the 5 December meeting with the Minister of Labour and Social Protection Maryana Shchotkina. Lukashenka considered a draft decree on state support for families with children and the promotion of fertility, developed based on the comments and suggestions.

"We decided that it is the most important problem for us. The population in Belarus must increase - BELTA quoted Alyaksandr Lukashenka. - We agreed that measures will be long-term. For each of the third and the next child, the family will receive 10 thousand dollars. They will be able to take advantage of this capital in 18 years. This will be, we have counted counted it, 14 thousand dollars, and perhaps even 15 thousand dollars. It's good money. This is long-term support. There is also ongoing support, short-term, financial aid, payments, preferential loans for housing etc."

Lukashenka noted that it is necessarily to focus on the possibilities of the budget, not to take 'unnecessary obligations', which subsequently cannot be fulfilled. "So you cannot go wrong. We must do what we promise. There shouldn't be any extravagance here, either," said the head of state.

As Maryanna Shchotkina noted, the republican budget already has 1.8 trillion rubles planned for this project for 2015.

The draft decree with regard to family capital provides for simultaneous provision of families with non-cash funds - 10 thousand dollars - for the third or subsequent child. Citizens of Belarus are entitled to family capital for the birth or adoption of a third and subsequent child born between January 1, 2015 and December 31, 2019. Family capital will be allocated on contacting the local executive and administrative bodies. The right to seek the allocation of family capital can be implemented within 6 months of the birth or adoption of a third and subsequent children.

The right to dispose of the funds of family capital comes after 18 years from the date of birth of the child. Family capital funds can be used by the family to improve living conditions, education, services in the field of social services, health care, to fund mother's pension. At the same time, the funds can be used early to pay for medical services. Family capital funds will be put on depository accounts of citizens in Belarusbank.
