Interior ministry seeks to arrest 'loafers'

As part of the "campaign against loafers", Interior Ministry proposes to introduce administrative responsibility for failure to finance government spending, BELTA reports. 

MIA officials say that today there are no regulations in the legislation to combat loafers. But according to Article 56 of the Constitution, citizens are obliged to take part in the financing of public expenditure through payment of state taxes, duties and other charges. 

Therefore, police officials propose to introduce administrative responsibility for failure to finance public expenditure. In particular, it is proposed to arrest adult able-bodied citizens permanently residing on the territory of Belarus for more than six months during the year and shying away from financing government spending. 

Protocols on citizens of this kind will be drafted by tax services. The cases will be considered by district and municipal courts. Moreover, detainees must be employed
