Ukrainian government allows water-cannons during frost
The Cabinet has added the corresponding changes to the instructions of the Ministry of Internal Affairs.
Water-cannons are allowed even when it’s freezing now. Traffic can also be blocked together with people’s access to some buildings.
Article #16 “Rules of usage of certain appliances when keeping the public order” says now:
"Water-cannons can be used by policemen to stop mass riots and group violations of the public order, to resist attacks on buildings and transport regardless of ownership and for self-defence”.
The old instructions forbade water-cannons when the temperature was below zero.
The Cabinet has also allowed the police to block traffic and people’s access to certain buildings.
